Charles was born in Sullivan, New Hampshire and moved to Grand Rapids, Michigan, in 1853. He pursued lumbering, and the manufacture of furniture and woodenware as an occupation. He became mayor of Grand Rapids in 1863-1864. He was the unsuccessful Democratic candidate for Governor in 1870; and was unsuccessful again in the election in 1873 for the Forty-third Congress. He was finally elected as a Democrat to the Forty-ninth Congress (March 4, 1885-March 3, 1887). However, he declined to be a candidate for renomination in 1886. He died in Grand Rapids at the age of 81.
