As the fourth fastest-growing city in the world, Surat, India faces the challenge of effectively administering its growing civic infrastructure and services such as payment of property taxes and utilities, while engaging citizens as partners in this growth. The Surat Municipal Corporation has made great progress in providing citizens with basic amenities and services, but it wants to increase utilization of the digital platform built in order to increase efficiency of services and encourage transparency while enhancing the citizens experience. Mayor Niranjan Zanzmera and Municipal Commissioner Milind Torawane asked IBM to evaluate and help spread awareness of the city's digital public works and services system/platform to allow them to better monitor, manage, plan for, and engage the support of citizens in the city's growth.
