1961 – First Five-Year Plan launched

His Majesty Jigme Dorji Wangchuck was convinced that Bhutan would not achieve progress and strength in isolation. He therefore launched the first five-year plan in 1961, a new beginning in the process of economic development. The first plan began with a total outlay of Rs 174.7 million, aimed primarily at building basic infrastructure like roads, communication system, power and modernize agriculture, animal husbandry, heath, education and transport services.

During the plan, Phuntsholing was connected to Thimphu by road, Samdrup Jongkhar to Trashigang, and Gelephu to Zhemgang and Trongsa. By the end of the plan Bhutan had over 59 schools with total enrolment of over 3000 students, three hospitals and 40 dispensaries. A Department of Agriculture was established along with the Hydel Directorate. The first Bhutanese postage stamp was issued on 10 October 1962. The planned development propelled the country on the path of economic progress. A Hydel Directorate was also established and two 400 KW Hydel Projects were constructed to cater to the needs of Thimphu and Paro. Bhutan did not have a postal system prior to 1961. Thus, to guarantee a better postal facility, a Postal Department was also opened and the first Bhutanese postage stamp was issued on 10 October 1962. The planned economic development propelled the country on the path of economic progress.
